PROCEDURES OF APPLYING FOR APEC CARD

A. THE ISSUANCE SUBJECTS OF ABTC CARD:

1. Vietnamese businessmen is working at State-owned enterprises: Chairmen and Vice Chairmen of Boards of Directors, General Directors and Deputy General Directors (or Directors and Deputy Directors), Directors and Deputy Directors of specialized sections, the chief accountant and heads and deputy heads of specialized sections directly involved in the negotiation and conclusion of contracts with partners of APEC member countries or territories joined the ABTC card program. 

2. Vietnamese businessmen is working in non-State owned enterprises: Chairmen and Vice Chairmen of Boards of Directors, Chairmen and Vice Chairmen of the Limited Company, General Director, Deputy General Director (or Director, deputy directors), Directors and Deputy Directors of specialized sections, the chief accountant and heads of specialized sections (including joint-stock companies, limited companies, partnerships and private enterprises), The co-operative manager and the chairman of the co-operative's Managing Board who directly involved in the negotiation and conclusion of contracts with partners of APEC member countries or territories joined the ABTC card program. 

3. Officials and official-holder of Ho Chi Minh City departments, office and agencies are responsible for attending the meetings, conferences, seminars and other economic activities of APEC. 

B. THE STEPS OF IMPLEMENTATION

The first Step

- To prepare the documents in accordance with the law regulation: The profile’s composition including: 

- 01 declaration for card granting (as form) with the applicant's photo stamped on his/her face and certified by the head of the enterprise or the body, organization, cadre of the specialized economics or state management about activities which the enterprise directly manages an businessman. 

- 04 photos of size 3x4cm, white background, straight face, bare head (01 photo on the declaration stamped on his/her face with the stamp of the enterprise or management agency of businessman and 03 separate photos). 

- The use authorized documents of ABTC cards from competent authorities, specifically: 

+ The Prime Minister's writing if the businessman is appointed by the Prime Minister or directly managed by the Prime Minister; 

+ The writing of the head of the ministerial-level agency (or equivalent level) if the businessman is appointed by the head of the ministerial-level agency (or equivalent level), the businessman has been working in the enterprise set up or managed directly by the ministerial-level agency (or equivalent level). 

+ The writing of the president of the provincial-level People's Committee if the businessman is appointed by the president of the provincial-level People's Committee, the businessman has been working in the enterprise set up or managed directly by the provincial-level People's Committee. 

The second Step

- To submit the document and pay the fees 

* The submitting time of document: From Monday to Saturday weekly (except the holidays). The third step- To receive ABTC Cards: 

* The getting time of card: From Monday to Saturday weekly (except the holidays). 

THE QUANTITY OF DOCUMENT:

- The quantity of document: 01 (one) set 

- Name of request form and form of declaration: Request declaration for issuance of ABTC card (Form TK15) 

- Requirements, conditions for implementing the administrative procedures (if any): No 

THE SOLVABILITY LIMIT:

21 working days from receipt of full documents 

+ Decision 45/2006/QD-TTg dated February 28th, 2006 of the Prime Minister promulgating the Regulation on granting and management of travel cards of APEC businessmen 

+ Decision No. 50/2006/QD-BTC dated September 22nd, 2006 regulating the rates, regime of collection, payment, management and use of fees from granting ABTC card of APEC businessmen 

+ Circular No. 10/2006 /TT-BCA dated September 18th, 2006 guiding the implementation of regulations on issuance and management of travel cards of APEC businessmen issued in conjunction with Decision No. 45/2006/QD-TTg dated February 28th, 2006 of the Prime Minister.
